Free government phones for students: what actually qualifies
Lifeline eligibility is based on your own household, not your school. Whether you qualify usually depends on whether you're claimed as a dependent, what income (if any) you report, and whether your household receives a qualifying benefit.
Living independently, low income
If you support yourself and your income falls at or below 135% of the Federal Poverty Guidelines for a one-person household ($21,546/year in the 48 contiguous states for 2026), you can likely qualify through the income-based path directly.
Living with parents or a guardian
If you're part of your parents' or guardian's household, eligibility is based on that household's total income or program participation — not your income alone. Only one Lifeline benefit is allowed per household either way.
Programs that commonly apply to students
SNAP
Some college students qualify for SNAP under specific work-study, dependent-care, or income exemptions — if you already receive it, your household qualifies for Lifeline too.
Medicaid
Many students, especially in states with expanded Medicaid, qualify based on income. Medicaid enrollment is one of the fastest ways to confirm Lifeline eligibility.
Household income
If no one in your household participates in a qualifying program, compare your total household income to the 2026 income chart.
Campus WiFi isn't a substitute for Lifeline
Free campus WiFi covers you on campus, but Lifeline provides an actual phone line and mobile data plan you can use anywhere — for calling home, off-campus housing, internships, or when campus networks are unavailable. The two aren't mutually exclusive.
Financial aid office resources
Many colleges' financial aid or student services offices maintain lists of local connectivity resources, including device-lending libraries and digital-inclusion programs, in addition to federal Lifeline eligibility — worth checking alongside your Lifeline application.
What about a free government iPhone for students?
No Lifeline carrier offers a free iPhone specifically for students — the device tier is the same for every eligible household. If you already own an unlocked iPhone, Bring Your Own Phone (BYOP) lets you keep it while activating the Lifeline discount.
